A Different Turkey is Possible

Turkish democracy is currently experiencing one of the most challenging periods in the country’s modern history. The systematic use of lawfare against political opponents has become a defining feature of the current political environment.

One of the most striking examples is the case of Ekrem İmamoğlu, the elected Mayor of Istanbul and presidential candidate of the main opposition party CHP, the Republican People’s Party. His imprisonment has become a powerful symbol of the broader erosion of democratic norms and political freedoms in Turkey.

Despite these challenges, Turkey’s democratic opposition continues to mobilise and maintain its commitment to democratic change, even under increasingly restrictive political conditions. At the same time, the opposition is working on comprehensive government programmes aimed at launching a rapid democratisation process once in power.

The upcoming presidential and parliamentary elections expected in late 2027 are therefore likely to represent a decisive political moment. Developments in Turkey are not only of domestic concern but also have direct implications for the future of Europe and EU–Turkey relations.

This discussion will bring together policymakers and experts to reflect on the current situation and prospects for democracy in Turkey. The debate will focus on three key issues:

  • The ongoing democratic backsliding in Turkey, including the use of lawfare against opposition figures.
  • Why the 2027 elections could become a historic turning point for both Turkey and the European Union.
  • The opposition’s vision for democratic restoration, including institutional reform and renewed EU accession efforts. The role a democratic Turkey could play in the future of Europe and how democratic transformation could open a new phase in EU–Turkey relations.
